Delete old installation and start afresh

I did that already. I'm trying to install a new WordPress and I get that error message

it appears that there is an existing folder and/or check file permissions

You are having a file permission error
1. If you have wordpress installed in that dir before, delete all remnant file before you start installing
2. Check mod security, or contact host to see if you are triggering any rule
3. Pm with the cpanel, let me do new year bonanza for ya
