Web development is a brain thing bro. You no need power to run am. You are even too young to learn. Your brain is still very active. No dull abeg.

boss, can a system of 2gig ram, 32bits be used for web development for a beginner??

Not bad but when you start installing programs like visual studio code, you'll have a hard time. Also when you go deeper into JavaScript and it's Frameworks, you will need a node server running on your system. Your system spec might not be capable enough for that. If you still wanna play around HTML and CSS, then you're good to go for now.

I started learning software development at age of 35, 6 years ago.Age is not a barrier want you need is passion.

I also think it doesn't matter what your age is. If you have your head and hands in place, you can become a good specialist in web development. My friend opened an online store and found a start up businesses article. He was helped by qualified specialists in this field. At the same time, some of them were about 40 years old.
