Still he grew substantially under Jonathan. Govt sold to Dangote at around 388 naira (official rate then) and not just Dangote but big businesses involved in manufacturing of goods we can manufacture within Nigeria, not import. Dangote also needed such lower exchange rate for his refinery which is a big project.
