1. PDP cannot afford to zone it's ticket to the south (aka SE) unless APC does the same because that is automatic defeat for PDP at the polls
2. APC will not zone it's ticket to the SE, it's power base is from the SW and the North and it only helps the PDP. Doing so would amount to snatching defeat from the jaws of victory.
