You can advocate the government taxing churches that will use the venue. That's not a problem.

Again if you think the government generates any tangible income from stadiums then you must be living in another planet. Not even enough to pay players not to talk of staff. In Europe government doesn't build club stadiums. It's a personal business. In Nigeria is all a different ball game.
