At the congress NEC is empowered to delibrate on any decision concerning the party including its presidential flag bearer.

If it's going to be primary that would be when another date would be selected, but if they are going for consensus for flag bearer there is no need calling for another meeting that would cause choas they can do consensus there so long as 1/3 agrees
