The context is as highlighted in Numbers 31. Yahweh sent Moses to take vengeance on the midianites. All men were killed. All women non-virgins were killed. But virgins were spared. Out of the 32000 virgins spared, 32 was reserved for Yahweh.

Yahweh is capable of taking vegeance...
