The key thing to note with population is fastest growing is a percentage.

The smaller a city is the faster its growth .

A new born baby will grow faster in percentage terms that a 2 year old

It is easier to move from 50000 to 100000 than from 5 million to 10 million

The same applies to economies and that is why African economies at some point grew faster than more advanced ones

Having said all that population growth is just a tiny part of the story

Let us focus on Zinder in Niger which was reported as the Fastest growing city in the world.
