Each of them used to have way more than that total at the hieght of cold war, Gorbachev and Regan decided it's time to denuclearize.

They had to prone down their nuclear stockpiles to that number , this was done in the presence of each of the these countries. Even US strategic bomber B52 was also a casualty to that process , just believe they did prone down their stockpiles.
