What I Learned In Oyo State Amotekun Corps Office by Eyesabove: 3:36pm On Mar 11, 2022
Amotekun a regional security outfit focus on complimenting the Conventional Security in Nigeria, we have seen success of Amotekun in Osun, Ekiti, Ondo and Ogun States respectively but despite the fact that there is Amotekun in Oyo state there are serious concerns about the way the security outfit handles it's operation. Hence the discrete investigation was done on Amotekun in Oyo State.

Oyo state Government officially kick start Amotekun in Oyo state November 18,2020. The agency have been a shadow of itself in trying to curb the issue of insecurity it was established for as the agency in Oyo State. The agency since it's establishment does not have an organization structure, neither does it have a code of conduct, do's and don't in Oyo state. The Oyo State Amotekun Corps keep operating as OPC under the Command of Rtd Col Olayinka and he's 2ic who is a full member of OPC.

In 33 local government command Amotekun Corps has, I discovered that 70% percent of them are OPC members, their level of illiterates recruited by Oyo State Government is like 90 percent which is unhealthy for the security outfit, because many of them can neither read nor write. For example from Ogbomoso LGA to Kisi in Oke Ogun, the Amotekun office are installed with shrine were most suspects are taken there to make them take oath under duress, another place is Akunlemu in Atiba LGA, Oyo State had Ogun shrine in their office.

The Kisi Amotekun office is also known to be place where suspects are tortured and also coerced to get confeasionary statement with Ogun oath. A Twitter user called the attention of the Oyo State Govt to the incident on 12th day of Sept, 2021 but there was no positive response. Oyo state Amotekun Corps is a State Government job with no grading system no ranks, no appointment letter, no pension nothing all Amotekun operatives are all equal which is very bad for the security outfit, the bedrock of every successful security organization should be discipline Oyo State Amotekun Corps Operatives are not discipline at all they smoke weeds in public, drinking alcohol while on duties, collecting bribes, violation of human rights, illegal detection, and using the uniform of Amotekun to commit all sorts of blue collar crimes.

Oyo state Amotekun Corps have no organizational structure no ranking system no hierarchy no Operational manual no code of conduct this prompt me to make some finding and I discovered that the educated Amotekun operatives are placed under uneducated Amotekun operative which most of them are OPC members who can not read or write.

The board members of Amotekun does not have idea of this problems or they have but tend not to pay critical attention to it, here is the establishment act guiding Amotekun:
Oyo State Amotekun also have a Board which the chairman is Rtd Gen Togun which they are toothless dog. Some interesting fact I saw in the Oyo state Amotekun law 2020.

Section 8 The powers of the Board shall include-
a) setting general policy guidelines for the management of the Agency.

b) setting the administrative guidelines for the conditions and welfare of staff of the Agency.

(c) making recommendations to the Governor on the terms and conditions of employment and remuneration of staff of the Agency

(d) approving programmes of training for members and other staff of the Agency for effectiveness and efficiency in the performance of their functions under this Law.

(e) providing a graded Command structure for the Amotekun Corps.

(f) designing and approving the uniform of the different grades of the Amotekun Corps.

(g) appointing suitable persons as members of the Amotekun Corps.

(h) promoting and disciplining the staff of the Agency.

i) removing or deleting from the register, the name of an Amotekun Corps member if-
(i) the member is unfit to discharge the functions of the Amotekun Corps by reason of infirmity or misconduct; or
(ii) he withdraws in writing, from being a member of the Amotekun Corps.

Section 37 talked about pensions

(1) The Pensions Law, 2007 shall, in its application to any office under Pensions Law. this Law, have effect as if the office were in the Civil Service of the State.

(2) Nothing in this section shall prevent the appointment of a person to any office on terms, which preclude the grant of a pension or gratuity in respect of service in that office.

Section 39 also give the Board to make regulations

1) The Board may make regulations generally for carrying Regulations. into effect the provisions of this Law, including- (a) criteria for the recruitment or enlistment of persons into Amotekun Corps.

c) any necessary regulations to guide the operations of the Agency and ensure the maintenance of discipline among its officers and operatives.

Section 22 talked about check and balance

(1) There shall be an Investigation Unit within the Agency to be entrusted of the Agency. with the internal supervision of the workings and operations of the Agency to ensure its probity and accountability.

(2) The Investigations Unit shall be responsible for checking processes and internal procedures as well as investigating any complaint against Amotekun Corps officers made by members of the public or the Corps.

(3) Upon receipt of a complaint, the Investigations Unit shall, as soon as possible, inform the Independent Amotekun Corps Complaints Committee.

4) The Investigations Unit shall, as soon as practicable, after concluding an investigation on a complaint, transmit a report and recommendations thereof to the Independent Amotekun Corps Complaints Committee and forward a copy of the report and recommendations to the Corps Commander.

These establishment act is good for the agency only if it's utilize. The Amotekun in Oyo state does not have a unified punishment for erring officers, this indicates that officers can commit offence within their area of responsibility and would not be punished for it unless it's reported to the Headquarters, this amounts to how many officers have been getting away with offences, using impunity because there is no consequences.

*RECOMMENDATIONS*
Recruitment policy this is one of the causes of corruption in the Amotekun corps. A large percentage of amotekun operatives are not properly screened during their recruitment into the organization.
This creates a situation which provide the possibility of recruiting person of questionable character and in some cases, person with criminal records, grading systems and ranking system should be implemented in the agency in Oyo State.

Adequate training and retraining of Amotekun Officers in Oyo state especially on emergency response in combating crimes and also in civil policing.

Provision of Amotekun code of conduct, Organizational Structure there must be a chain of command, abolishing the usage of shrines in their offices, using the educated one in chain of command to help manage the image of the agency.

Need for Public Complaints Unit where citizen will be able to report Amotekun Operatives who commit bribery, and violations of human rights and other blue collar crimes.

Review and Strengthen internal discipline mechanisms, Oyo state Amotekun Corps should collaborate with the Amotekun Board to enforce discipline.

Training of Amotekun Operatives in proper handling of firearms, crowd control etc.
