The process of joining the alliance is governed by Article 10 of the North Atlantic Treaty, which allows for the invitation of "other European States" only, and by subsequent agreements.

Summary

Is Article 10 of the Alliance cast in stone?

It can be amended to accommodate African countries tomorrow.

The only reason I see the Alliance is not enthusiastic about African countries is due to our non-advancement in military technology but we can contribute manpower.

No.

Joining NATO means, according to this (unofficial) checklist...doing

Uphold democracy, including tolerance for diversity;
Be progressing toward a market economy;
Have their military forces under firm civilian control;
Be good neighbors and respect the sovereignty of other nations; and
Work toward interoperability with NATO forces.

Don't think we have done all that, especially no 5, which may mean increased defence spending..money wey we no get.
