The first thing is peace and security
That means everyone must be a stakeholder.
If you have enough groups disgruntled enough to blow up trains regularly in any country that country is not ready for trains
The country needs first to fix its political problems before building trains

N3.7b!! for survellience!! Dr Amaechi , fear God.

How will it be useful in preventing bandits or bike gangs from attacking the trains.

Even if the faces of the bandits are seen will DSS or NPF or NA go into the forest to ask for who knows him or go and arrest him or them.

What is needed is security personnel and gadgets which should be done and that should be given to the NPF to handle

You failed to pick the vitals of the article which makes alot of sense to the average man. The award for the contract was lacking in alot of details. Lack of competence for the awarded company in both financial power and technical know how. Absence of adequate information on equipments needed, installation process, after sales etc. Unfortunately you preferred to support Amaechi along party or ethnic lines. Shame!

The truth is gradually coming out. Amaechi was crying out that they refused to approve N3.7B for him but failed to tell us the reason. He introduced a two years old company to handle a N3.7B project with no prior records of handling similar projects and still requesting for upfront payment.

Can you see the level of intelligence of Amaechi who some are saying Buhari is putting forward as president?

I've always known him to be a confused person.

Imagine the way he was talking about the non approval of money to buy the surveillance cameras and equipment as if other ministers are his enemies.

I'm sorry to say this, Amaechi is not an intelligent person and he has high tendency to defraud.

Imagine recommending a coy that's less than 2 yrs in operation to take contract of #3.7b. An inexperienced coy for that matter yet Amaechi could recommend the coy. There's more to this.

I am not a military person. That is a technical question for experts

The proposal is for a 3 billion surveillance system what would that have done against these 200 men on motorcycles
Armed escorts could be in addition to other measures it does not have to be the only component. They can looked into making the coaches more "armored" or bullet proof and other things. But 10-20 well armed special forces escort would make a difference and won't cost 3 billion naira


I have no doubt that armed escorts even if they were 20 would make a difference it depends on what kinds of arms they were carrying and of course the availability of back up along the route. They would slow down the attackers even if they do not overwhelm them giving time for reinforcements to arrive

Why have armed escorts for bullion vans why not say they should go unescorted because of a risk of 200 men??

The question is whether the proposal will actually achieve what it is suggested it will do.
What evidence is there that it will work? What difference would it have made
The FG is serious. Amaechi brought a proposal and he was asked to provide more information. That is the correct way to go when spending public money not just "awarding contracts" stupidly. Award it to which company? On what basis?
How much money does that trainline generate in a year to justify spending that money. There are many questions to be answered and all you have to offer is this moronic talk about a campaign against Amaechi? Who the hell is he?

You lack understanding, God just want to expose Amaechi that is why he despirately leaked the memo. Why didn't he present well detail
memo information about the Rail equipment monitoring ? Why didnt he report back with enough details since the VP ask for full detail, how the equiptment work, brand name? The same Ameachi that has been attending FEC mettings since that September, why is it that he never re presented it? There are loop holes... Ameachi clearly want to cash out because the Mogjan company will surely give him the details even though the company was set up two years with turn over less than 100 million..... If Ameachi rreally want FEC to approve the memo, he would have presented it with full details.... How FEC works is that all ministers present memo, the ones that are most convincing get approved, as it should but Amaechi failed, simple! and for the quote, he leaked the minutes of the meeting too, because there is no way VP's name would be on the memo. Read between the line

Exactly my taught. Fine if FEC refused base on above said condition, what stops Amaechi from looking forward to getting more experienced & convinceable company to FG? Because they rejected the one he brought, abadoning the whole security isn't the way forward.

The minutes of the meeting read in part, “Some members expressed concern about the quality of the memorandum as there was no description of the surveillance system concept note, brand name, country of manufacture or review by the previous user to enable them to make informed decisions.

If this is true then it means members of FEC are actually working and not just interested in awarding bogus contracts. What has happened is unfortunate, but council members acted rightly.

and for such response to insecurity what is needed is very effective information collection ,you cannot fight what you don't see or know we're they stay,imagine the type of money they are budgeting to monitor just a rail track while with such money the airforce supposed to have a fully equipped UAV unit that will monitor and see what is going on,a good isreali made drone is roughly #50-60,000 dollars,one can stay up in the air for hours monitoring through rain , dust,fog,using thermal camera and night imaging to capture movement of large bodies of men and activity on the rail track,it is a pity in Nigeria things that work in other countries don't work here,if that contract went through amaechi will collect 10% of #3.7 b

Osibanjo is a very smart man!

The ministry of transport has quite a KPI that has enabled them to make smart business decisions about the direction of all projects under them. The proposal ought to have been approved. The failure cost lives. Let’s not forget this. It was nothing but petty politics. Is it not stupid that after the tragedy the same proposal has now been approved?

Leaders take responsibility always
He is a member of the FEC and he failed to persuade them. Still he must stand by the decisions of the FEC as a Team Player whether good or bad.

This is impractical and totally unnecessary.
Military bases along roads, along rail lines, along pipelines, around airports, seaports..... haba...
What kind of country is this.
Please let us devote our resources to intelligence and tech based solutions.

If it is about more personnel I have continually said that the Federal Government should franschise the security architecture of this country.
We badly need State and Local Government police.

If the rail infrastructure runs through territories that are supposedly governed then they should be policed at that level too.
The local government where that incident took place should have been responsible for the security of that section of the track.
The truth is that a hundred gun wielding men cannot move through a territory unchallenged if it is policed.
And even if the local police does not have the hardware resource to challenge such a group, it can communicate and call on additional resources from nearby authorities as it often happens like say in the United States.

There the first line of defense against crime is at the County (local government) level.
Here resources are too far away and the length of authority to central government makes reaction far too sluggish to respond to fast moving criminal events.

The apparent success of banditry is down to wits between a highly mobile, amorphous group against a large, rigid, and inflexible defense. A classic wasp versus elephant battle, the elephant just cannot win.

He presented it but they decline...you can only say he is exposed by God when it was approved and yet there was security challenge.

Awolowo predicted this crisis in the North in 1983 during electioneering campaign.

He told Kano state people that he would clear the streets of Kano off Almanjari children and take them to school for them to be a better citizens and be useful to the society.

He saw the number of out of school children and he thought he could save the situation.

Umaro Dikko came 3 days after to tell Kano people not to believe Awolowo.

Now, those Almanjari children have grown up, they too want to enjoy life bcoz, as far as they are concerned, government doesn't care about their existence. They're giving back to the society the treatment government gave them.

Now, everybody is feeling it including those that trained theirs. We're all at cross roads now looking for solution.

When those foreigners came into Nigeria, FG said they were not foreigners but Nigerians. We however heard that the attackers were foreigners.

Sometimes slow down and understand the topic.

The equipment is a sensor that alerts controllers when the track is tampered with.

That means, officials would have known or had reason to suspect that a bomb had been placed on the track.

The train would then be grounded until sevuroty forces investigate.

Its very reasonable.
