REMARKS BY HIS EXCELLENCY, MUHAMMADU BUHARI PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA AT THE SIGNING OF EXECUTIVE ORDER ON NATIONAL PUBLIC BUILDING MAINTENANCE POLICY, WEDNESDAY 6TH APRIL, 2022

PROTOCOLS:

On the 4th day of January, 2019, the Federal Ministry of Works and Housing presented a Policy Memorandum to the Federal Executive Council seeking for the approval of a Draft National Public Building Maintenance Policy which was granted.

2. The Policy set out guidelines for the maintenance of Federal Government Buildings and Assets in accordance with professional standards in order to ensure the protection and lasting utilization of the investments that have been made by way of provision of public infrastructure.

3. The memorandum recommended and Government accepted that maintenance of public buildings and facility management was not a matter of culture or lack of it, but a conscious economic driver that was required to support the output from our technical and vocational educational institutions by putting their skills into gainful and rewarding engagement.

4. The memorandum highlighted Federal Public Institutions such as Federal Government Colleges, Federal Correctional Facilities, Federal Court Buildings and Federal secretariats where maintenance and facility management were immediately required and recommended that these should be extended to ALL buildings owned and or occupied by Ministries, Departments and Agencies of the Federal Government.

5. Some of the expected benefits of the implementation of the approved National Policy on Public Building Maintenance are job creation for skilled and unskilled labour and the expansion of opportunities for Micro, Small and Medium Enterprises who produce and supply all of the tools and materials required to support maintenance.

6. Since the approval of the Policy by the Federal Executive Council, the Federal Government has consciously started the implementation of Maintenance in Strategic Facilities like the Federal Secretariats in Abuja, Federal Secretariats in 24 States of the Federation, where at least 40 people are now daily employed in each of those 24 Secretariats in post rehabilitation maintenance and facility management.

7. The Office of the Head of the Civil Service of the Federation has approved the Establishment of a Department of Federal Public Assets Maintenance as a vital step in support of the implementation of this National Policy, which is unprecedented in our history and approach to maintenance.

8. In order to ensure the fullest implementation and impact of the Policy, it is my pleasure to sign this Executive Order that ties maintenance directly to our economy.

9. By this Order I expect Ministries, Departments and Agencies to set up and ensure the operation of their Maintenance Departments and make necessary procurement for their maintenance, in accordance with the provision of the Public Procurement Act. I commend this National Policy for the consideration of the State and Local Governments and indeed the Private Sector.

10. Maintenance of Assets is more than a culture, it is an economy from which many can prosper and we must nurture and water that economy by policy and actions that create opportunities and inclusion for our people.

11. While it is true that our economy has been diversified and the non-oil sector is leading in terms of contribution to the Gross Domestic Product, the maintenance and facility management component of the services sector is an opportunity that is waiting to be maximized.

12. It is my hope that this Order will open the door to this treasure of opportunities for young Technicians, for Artisans, for Vendors and Suppliers and for Small Businesses and Cottage Industries.

That's great, out problem has not been lack of laws but the implementation.
Hope the mechanism for the implementation is also in place.

1. Executive Order (EO1) on the Promotion of Transparency and Efficiency in the Business Environment:

It is the policy of the Federal Government to create an enabling environment for businesses and entrench measures and strategies aimed at promoting transparency and efficiency. President Muhammadu Buhari constituted the Presidential Enabling Business Environment Council (PEBEC) to coordinate the implementation of this policy.

2. Executive Order EO2 on Budgets:

All Ministries, Departments and Agencies (MDAs) shall, on or before the end May every year, prepare and submit to the Minister of Finance, and the Minister of Budget and National Planning, their schedule of revenue and expenditure estimates for the next three financial years.

3. Executive Order (EO3) on Support for Local Content in Public Procurement by the Federal Government:

All MDAs shall grant preference to local manufacturers of goods and service providers in their procurement of goods and services. Any document issued by any MDA for the solicitation of offers, bids, proposals or quotations for the supply or provision of goods and services shall expressly indicate this preference.

4. Executive Order (EO4) on the Establishment of the Voluntary Assets and Income Declaration Scheme (VAIDS):

The Constitution imposes a duty on every citizen to declare his/her income fully and honestly to appropriate and lawful agencies and pay taxes promptly. Every taxable person is under obligation to voluntarily declare his/her income from all sources within and outside Nigeria by filing annual tax returns, computing same and paying the tax due to the tax authority.

5. Executive Order (EO5) on Planning and Execution of Projects, Promotion of Nigerian Content in Contracts and Science, Engineering and Technology:

This Order will drive national competitiveness, productivity and economic activities in all sectors. (February 05, 2018)

6. Executive Order (EO6)6 of 2018 on Preservation Of suspicious assets connected with corruption and other Relevant Offences

The Order mandates the Attorney General of the Federation and Minister of Justice as the Chief Law Officer of the Federation to take steps including obtaining relevant orders of Courts for the preservation of suspicious assets connected with corruption and other relevant offences. (July 05, 2018)

7. Executive Order (EO7) on Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme.

“Participating investors will use tax credits to reduce corporate taxes payable to government until they recoup the value of their investments in roads and bridges. They will utilise tax expenditures, refundable by way of tax credits, to finance the construction of critical roads infrastructure through a Public Private Partnership mechanism,” (January 25, 2019)

8. Executive Order (EO8) on Voluntary Offshore Assets Regularization Scheme (VOARS).

This Order mandates the Attorney-General of the Federation to set up and implement a Voluntary Offshore Assets Regularisation Scheme otherwise referred to as `VOARS’.

“VOARS gives all relevant persons and their intermediaries who have defaulted in declaration of their offshore assets the opportunity to voluntarily declare and regularise their offshore assets, subject to fulfilment of the terms and conditions stipulated in the Order and other subsequent regulations.” (May 20, 2020)

9. Executive Order (EO9) on “The Open Defecation-Free Nigeria by 2025 and Other Related Matters Order 2019.

The drive to end open defecation is in line with Nigeria’s commitment to the United Nations Sustainable Development Goals (SDGs). (November 20, 2019)

Executive Order (EO10) was voided by the Supreme Court.
