The Nigeria Labour Congress has urged the Federal Government to put up a high-powered body with the necessary mandates to tackle the challenges undermining industrial harmony in the country’s tertiary institutions within 21 days.

The NLC also announced that it would call a special meeting of its Central Working Committee, which includes all of the NLC’s affiliate unions, to deliberate on the next course of action.

This was contained in a communique signed by the NLC President, Ayuba Wabba, and the General Secretary, Emmanuel Ugboaja, on Wednesday, following a meeting on Tuesday with the Academic Staff Union of Universities, the Non-Academic Staff Union of Educational and Associated Institutions, the Senior Staff Association of Nigeria Universities, and the National Association of Academic Technologists.

ASUU had gone on strike to demand that the numerous agreements they had signed with the FG be implemented.

The NLC requested that the government address key issues in the education sector, such as the re-negotiation of the 2009 Agreement, which is expected to be reviewed every three years; challenges with the implementation of the Integrated Payroll and Personnel Information System; university funding; non-payment of minimum wage for university staff; and Earned Allowances for both academic and non-academic staff, according to the communique.

The congress expressed concern about long-running strikes and other industrial actions in the public tertiary education system, as well as the government’s failure to follow the Collective Bargaining Agreements agreed with unions.

The communique read: In light of the foregoing issues, the meeting resolved as follows: Demanded that the Federal Government promptly convene a high-powered panel comprised of members with the necessary mandates to handle the aforementioned challenges threatening industrial peace in Nigeria’s university system within 21 days.

“In accordance with the following resolution, the Nigeria Labour Congress will call a special meeting of the Central Working Committee of all of the Congress’ affiliate unions to determine the next course of action.”

Meanwhile, the Academic Staff Union of Colleges of Education has urged the FG to accept the University Transparency and Accountability Solution as an alternative to the IPPIS.

According to the union, the IPPIS challenge has been a big cause of concern and is one of the primary challenges that could lead to an industrial crisis in the college education system.

“The IPPIS breaks the establishment integrity of the tertiary institutions’ system, impairs the statutory powers of the governing councils, and opens the payroll up to unilateral manipulations,” COEASU President Dr Smart Olugbeko said in a statement released in Abuja on Wednesday.

According to him, academic unions’ opposition to the IPPIS platform was vindicated just a few months after the FG unilaterally imposed it on tertiary institutions in February 2020, as the platform caused several irregularities, including salary omission, accommodation of ghost workers, mutilated salary, and inconsistency in payment of salary of staff on sabbatical and study leaves.

Olugbeko further argued that the payment mechanism allowed the FG to impose spurious deductions on union members under the pretense of a new tax policy.

He stated, “It is against this backdrop that we hereby call on the Federal Government to drop its ego, accept UTAS as a payment solution in all tertiary institutions in Nigeria whose functions and structure are different from the mainstream ministries.”More News >> https://www.pentweb.org.ng/category/education-news/
