If she decides to go to the US...she would essentially be going from first team in Nigeria to reserve team in the USA. USA has a depth of talent that would make it diffcult for her to break into their elite class.

Nigerian athletes who change nationality go to countries like Spain and Portugal that don't have a lot of talent in track. Not the US that probably has 15 athletes who can beat her time, and even do better now. (That they messed up the last olympics had a lot to do with drug offences decimating the team...still they came back with medals )

It should be a world Junior record , but an intersex athlete probably possessing testes known as Christina Mboma is recognised as the female junior world record holder.

This should also have been the African record were it not for Mboma
