No one on Earth has the right to stop her(Russia) from using any natural resource anywhere on Earth. The natural resource are from GOD and nobody can stop others from using what GOD has made, without GOD's permission. Everyone who obeys GOD and do his Will has been given the Right to all natural resources on Earth. So, no one can deny them that right, anyone who does will be punished by GOD for disobeying his order.

As long as Russia is within the Will of GOD, she can move to anywhere natural freely when she needs to. Anyone within the Will of GOD will not abuse/misuse the natural places which is part of what boundaries are meant to prevent. Whenever she needs to use the natural places for good reasons and she asks for permission from the authority, she should be granted access.

Those who are not within GOD's will should not attempt thesame thing else they will be punished, or the waterways, lands, and natural resources in general will reject them. This is why it's important to always be within GOD's Will.


By the way, you are free to deny Russia what you made yourself or man-made things, but don't try that with natural things on those within GOD's Will.
