Case was first of all taken to the federal high court. This was as far back as 2019. So what stops the NBC from doing the needful since 2019?
No, they were being political about it, simply because Imo is an APC state. Rivers won the case at the federal court of appeal, then Imo ran to supreme.

That aside if you know Akri and Mgbede you won't be saying this. These are areas in Rivers part of Ogba/Egbema/Ndoni LGA. The land, the people and the few facilities they have there was built by Rivers government. What has Imo State done for the area to claim it?

The judgement was not made based on Nigerian criminal borders but was made from as far back as 1925 during colonial times.
