At that time. The military was at the edge of revolting especially the army. Babangida escaped plot by his own trusted boys twice. Buhari was planning to travel for lesser hajj. Dodan barracks was evidently on fire. Bihari in quote took the bread from people without any alternative, was using sharia law in practical sense. And still under pressure to Islamize the nation. Buhari's right hand man was overstepping his boundary. Used to treat Babangida as a far right man. Babangida was only stating the obvious and it happened. How is that consoling except to those who don't see the big picture? They are both old men. Where they are, which will end in death, is the fate of all elderly people.

More tragic is young people who are impotent to control their own destiny yet take perverse comfort in the age-related ailment of the elderly who have had remarkable lives starting from their youth.
