As Governor of Rivers State, Chibuike Rotimi Amaechi met a state whose economy rested majorly on revenues from the Federation Account. At the time, the Internally Generated Revenue of the State was 2.5 billion Naira monthly.

As Governor, he introduced the fibre optics based Tax Management System to block revenue leakages, shore up and expand the tax base of the state. At the same time, the Rivers State Board of Internal Revenue was re-engineered for optimum performance. By the end of his tenure, he had been able to increase the IGR of Rivers State to an average of 7.5 billion Naira monthly.

By making strategic investments in Agriculture, Roads, Power, Education and Healthcare, he opened up the State for business by providing the enabling environment for private businesses to thrive.

Government owned companies like Risonpalm and Pabod Breweries were resuscitated and commercialized to boost the State’s economy and revenue profile.

Understanding that an economy was only as good as those driving it, he ensured that the State’s economic drive was headed by competent young people, like Dr. Chamberlain Peterside, a world renowned economist who was his commissioner of Finance, Mr. Levi Gogo, another renowned financial guru who was in charge of the Ministry of Budget and Economic Planning, among others. The synergy between these two ministries, the State Economic Advisory Council headed by Prof. Nimi Briggs and the Rivers State Board of Internal Revenue led to the emergence of a State dubbed Rivers of Possibilities.

Activities designed to showcase the rich cultural heritage of the State and promote its tourism potentials were accorded a very high level of importance. As such, the Rivers State Carnival dubbed CARNIRIV, The Port Harcourt Book Festival, and others became a yearly ritual, attracting people from all walks of life to Rivers State.

The Rivers State Sustainable Development Agency was used to make long term sustainable investments in the Agricultural Value Chain and in the Educational sector.

All these had the effect of boosting the economy and the social welfare of the people of the state positively.

As Minister and in keeping with Mr President’s vision of a diversified economy, built on a foundation of world class infrastructure, he has at great personal cost ensured that the most economically viable transportation corridor in the country is connected via a modern railway line.
He has developed a blueprint that will see all seaports, old and new are connected via rail.
In order to ensure that we have the right mix of people and equipment to handle the rail investments, he ensured that the rail projects came with a Wagon Assembly Plant in Kajuru, Ogun State, a Railway Industrial Park in Port Harcourt, scholarship to China for 300 Nigerian students to study railway engineering and other associated courses and two universities, one in Ubima and one in Daura which is nearing completion. The benefits of these investments became apparent when Nigerian Railway Corporation Engineers carried out the major repairs that the Abuja-Kaduna rail needed after it was sabotaged in 2021.

As part of efforts to decongest the Apapa Corridor, he has supported and pushed for the completion of the Lekki Deep Seaport. He has also gotten the approval for two new deep seaports in Warri and Bonny.

He has ensured that the Blue economy is safe and modernized in a bid to support this administration’s efforts at diversifying the economy.

The state of the economy of any nation reflects the standard and quality of life of the people. For a country like Nigeria, the need for State Governors to ensure that they develop their economies to run independently of Federal Allocation has never been as important as it is now. On the other hand, there’s a need for a continuation of the economic policies of this administration and introduction of new ones to sustain current efforts at diversifying the economy from dependence on oil revenue.

As Governor, Chibuike Amaechi revolutionized the economy of Rivers State. As Minister of Transportation he has made salient and strategic contributions to the efforts of this administration towards building a diversified economy.

No one is better placed to take Nigeria further on this path towards economic stability. No one is in a better place to continue to make the tough decisions needed to set the Economy of this country aright other than Rt. Hon. Chibuike Rotimi Amaechi.

It is our hope and belief that the delegates to the forthcoming Presidential primaries of the All Progressives Congress would do the right thing by voting for the emergence of Rt. Hon. Chibuike Rotimi Amaechi as the Presidential Candidate of the All Progressives Congress in the 2023 General Elections.
