By weakening the Ukrainian army . That’s why Ukraine is not in total ruins because the fight is just between Ukrainian army and Russia .
Civilians are spared . It’d only miscalculated target or overzealous soldiers that attack civilians. Ukraine has lot military bases and their weapons destroyed. By this the Ukrainian army cannot subject the Russia speaking part of Ukraine to suffer .
