You make a good argument about community social responsibility but are you saying that government should not held responsible?, That we should throw accountability to the winds?.

The governor is not only one man but a representative of the state apparatus and government.
Do you know the governor and the state assembly are able to enact laws punishing anyone who dumps refuse into the drains.
