I doubt it was deliberate. The cows probably died after consuming lots of cyanide from the cassava.

Cassava can be very toxic as in this case. Even the peels are prepped before feeding to the goats.

Maybe the cassava had too much cyanide...that's nobody's fault actually... because if not properly soaked.. any human being who injest anything made from that cassava is likely also going to die...
