You need to put the available landmass into consideration....Lagos no get land and you can't build underground...na water everywhere..

Maybe some multilayered road network...the best is getting the trains working to reduce numbers of cars on the road.

Does Kano and Kaduna has more vehicles on the road. Mind you road expansion or alternattive routes isn't a lasting solution to traffic gridlocks. What is required is alternative means of transport that is clean, safe, connecting and affordable at large.
