There's this app called Kinemaster, you can use it,but you'd need the premium version,this app is best for any type,I mean any type of editing! and it can do this in a very best way,and also,you can use Capcut(the premium version).

No matter the app you use, it will still blur your video and drop quality. I'm a pro video editor. To do what you just asked here, you'd need go through a few procedures without paying premium for any app.
