The answer is no. Nigeria is not designed this way. For you to achieve it in Nigeria, you will have to redesign Nigeria which means there will no longer be a Nigeria. Nigeria was designed to be what it is now.

You cannot achieve this where the colonial law upon which Nigeria is built forbids private land ownership unlike USA or other countries u compare. Land ownership means that you own your land and whatever is in it whether mineral or agricultural resources and can choose to use it to produce and sell what u want. Not that govt claims ownership of people's lands to take and allocate or sell to thejr friends, family and former colonial masters. People adequately pay tax from creating wealth as proper goods and services from their natural resources, and not when they are hungry and begging for salary like slaves.

So before asking your questions, ask when will Nigeria abolish that colonial land law to blocks people from owning and using their private lands and resources for industry and trade.
