Na lie! That place doesn't look like where people would get help easily. Besides, the picture/video shows a guy with no uniform amongst them. How are you sure he wasn't there to help? As for those who were videoing the event, they can't offer any help even to ordinary people; all they know is 'snap & post', even at accident scenes. We know dem type.
