from looking at this picture, you know you are starting a civil war except you change the tax law that state collect all taxes. if you dont change the tax law. you will crash the economy. with bank profit the economy of nigeria will crash. So you need to change the tax law. to refer that state collect all taxes in nigeria.

best thing is to allow edo,delta and yoruba leave nigeria
