Ban foreign hospital treatment or foreign overseas education for public office holders or their children.

Indeed and similar but not in the spirit of, "they did this to us let us do that to them!".

Somehow we have to make Governing work. Perhaps we require by Force of Legislation. This, as counter measure aimed at limiting the damage a major office holder does to Nigeria due to lack of patriotism, bigotry or sheer inability.
