It would not. Putin is playing a very delicate game. Win in Ukraine without getting NATO troops directly involved and without spooking fence-sitters like India, Turkey, and Brazil.

Every PEP (politically exposed person) in Russia needs to arrange security for themselves and their families until hostilities end or at least until the entire South of Ukraine is retaken. Russian sources say they are bracing themselves for a long period of terrorist activities as happened during the Chechnya debacle.

If the west truly want and END to this war, the negotiation should be between Biden and Putin. They are the one fighting. The two can compromise. Even though Russia would NEVER trust nor believe the U.S anymore, as no one truly would, they could still stop the war. All of LDR has been liberated. That is an SMO goal that has been met. Connecting Crimea to mainland Russia through a Mariupol land bridge is another SMO goal that has been met.

Liberating DPR is the next goal. It's around 60% completed. Kherson is in the process of being fully integrated into Russian polity. They already use rubles there and anyone can acquire a Russian passport expeditely. Up next is Nikolaev and Kharkov, after which is the prime target Odessa to landlock Ukraine. But the primary military objective atm is liberating the DPR.

All of this is done with less than 15% of Russia's standing army. Mostly National Guard, LDPR militia, and select special forces units.
