The statement is true, but people, not necessarily children can suffer the sins of the wrongdoers. For example, if a government is corrupt, it's citizens will likely suffer from it, e.g. Nigeria. Similarly, when Allah sends His punishment (what has falsely come to be known as natural disasters), it's not necessarily everyone in the area that was doing evil, however, everyone will suffer from it. That's why muslims should exclude themselves by enjoining good and forbidding evil.
Allah revealed about those that broke the sabbath:
164. And when a community among them said: “Why do you preach to a people whom Allah is about to destroy or to punish with a severe torment?” (The preachers) said: “In order to be free from guilt before your Lord (Allah), and perhaps they may fear Allah.”

165. So when they forgot the remindings that had been given to them, We rescued those who forbade evil, but We seized those who did wrong with a severe torment because they used to rebel (disobey Allah).
