There is likely more to this story. We are not told what year fees are being demanded. If they are fees for the previous fall and spring 2021/2022, then that is legitimate. Education is free for Ukrainian citizens so there is no fee required for them to pay. A student owing previous fees CANNOT obtain a transcript... that is standard in every university as far as I'm aware. Let's understand the facts before crying racism.
