Germany and France have proposed EU countries to take measures "to combat propaganda inside Russia" in order to "drive a wedge" between representatives of the Russian authorities and the citizens of the country, writes Bloomberg .

Berlin and Paris sent the EU Member States a paper "Defending the international order in an era of systemic rivalry: EU-Russia relations", which was prepared by technical experts. In a non-paper, both countries call on the EU to think of some "creative ways" that would allow the dissemination of "independent information" within the country. According to the plan, "technical measures against Russian censorship" on the Internet should be used. This includes the creation of Russian-language content for Russian-speakers living abroad.

France and Germany are proposing to find funding for media literacy courses in Russian that would be distributed by bloggers on YouTube as well as social networks, including VKontakte and TikTok.
