This is not how a federal system should work. States should generate their revenue 100% from mineral and non mineral resources, finance and execute projects, pay taxes to the federal government. Not the other way round. We are not operating a unitary system, it isnt working at all

You are completely right. Nigeria is operating as a unitary system with psudo federal constitution. Here lies the problem with the military written constitution. Fiscal and administrative restructuring of the country is inevitable if Nigeria is to work.
