Russia WON'T think of using nukes as a preemptive strike. Ukraine nukes Russia, it goes down. Russia nukes Ukraine, Russia goes down. The only thing stopping Putin from ending the war is pride. Russia's military might has been demystified and he feels that ending the war so soon might mean defeat.
