Please guys

does anybody have an Idea of a universal Database Management System platform i.e a platform that will encompass other DBMSs I know Oracle does something like this but I'm not so sure {this certainly is not my field}

This is also known as an "operating system". The most popular one is "Windows XP". Another is Ubuntu Linux.

The closest to that is Oracle. What do you need a "universal DBMS platform" for anyway?

DBMS are used primaly to do the following operations on data
1- Insert 2-Update 3-Delete 4-Create Tables and objects used for managing data.

Oracle is a DBMS as well as MS Sql Server, DB2, Access and the rest.
Oracle can not host other dbms.
Your question is like asking wether Firefox can host internet explorer and opera.

I don't know if what you wan't is a DBMS that can inter-operate with other DBMS.
That one, I don't know.
