Russia sent a barrage of missiles over the weekend that hit critical infrastructure in Kyiv, Kharkiv and other cities. "That's not all we could have done," he told a televised news conference.
Russian strikes on Ukrainian infrastructure on Monday were in part a response to a drone attack on the Black Sea fleet over the weekend, President Vladimir Putin has said

Kyiv's mayor said this morning that water and electricity supplies have been restored in the city.
"Water supplies to the homes of Kyiv residents have been fully restored.... Electricity supplies in Kyiv have also been restored" Vitali Klitschko said on social media.

But he said there would still be planned power cuts in the city "because of the considerable deficit in the power system after the attacks".

Oleh Synehubov, the governor of the northeastern Kharkiv region, said on Telegram that about 140,000 residents were without power after the attacks, including about 50,000 residents of Kharkiv city, the second largest city in Ukraine.
