The money sent to the federation account should be shared amongst the states with no oil. This means if you lie that you have oil, you will take 80% from the money you claim to be generating from your oil and you will also be exempted from the 20% paid to the federation account.

All states lying to have oil in order to get 13% from the government will be forced to confess.
