The lake was once part of a very large inland sea that spanned most of the western Sahara.

The Great Ergs of Bilma and Faya are testament to a large water body that once existed. Those sand dunes that define what an Erg is shows that the western Sahara was once a very large inland sea that existed eons ago.

Climate change in its most scientifically sound definition occurred without Hunan influence that saw the once great inland sea shrink to what it is now known as - a lake.

The lake is further shrinking not as a result of any useless WEF defined climate change but as a result of the continuous desertification that began eons ago over the Sahara and adjourning Sahel.

The lake is shrinking at an alarming rate owing mainly to two factors : unrestrained human dependence on it and sand dune encroachment during the dry season.

The capital city of Tchad , Ndjamena is located by the water front and is solely dependent on the lake for its water use.

Ndjamena did not exist 100ys ago and so this bustling city is the main culprit on the water reserve levels

Can the lake be recharged ?

Yes.

The lake was formed by eons of flood waters draining into it from adjourning areas.

Urbanization , road constructions and whatnot have seem many of the natural waddies that used to carry excess flood waters during the rainy season back to the lake disappear.

Note that there is no rainfall deficit in the NE.

The classical west African Squall line systems that produce 98% of the rainfall in the Sahel and beyond and that are responsible for Hurricane systems that affect northern and central America all begin from the Tchad basin are still as active as they were 100ys ago.

Solution.

The Buhari govt in their usual banal manner, thought it wise to recharge the lake by diverting waters from the Congo river to the Tchad.

Note: The Congo river has nothing to do with the Tchad basin ecosystem and so it was rightly rejected by countries within the Congo River estuary and basin.

The best solution is to construct small earth dams to catch excess rainfall during the monsoon months and by building cheap and relatively inexpensive earth dug canal networks across the flood prone plains that could serve as both flood mitigating infrastructure as well as irrigation channels. The excess can then be channeled back to the lake.

Large swaths of flood prone flatlands in Bornu north and central can then be fully adapted to year round farming for both the flood rainy season and the drought dry season by utilizing the earth dams and canals. The excess can then be channeled back to the Chad basin.

This is by far the most stupid measure to consider given that the Congo River has nothing to do with the Chad basin reservoir and it's ecosystem .
