They must have tied themselves to the rugger. So mostly they are always inside the water and only sit on the rudder at night. Hence they were never discovered until the ships arrival at destination. Also They must have been more than this. These are the survivors.

Those guys were very naive. The only reason that rudder is above water is because the ship is empty probably had already offloaded its cargo else they would have been submerged easily. Or imagine the ship started out empty and stopped somewhere to load, very careless move
