As Nigerians prepare for the 2023 elections, some politicians have started mapping out plans to rig the outcome of the polls, Quest Times can authoritatively report.

Despite the Independent National Electoral Commission (INEC) assuring Nigerians of its commitment to a credible poll, there are ongoing plans by political parties to bypass the Bimodal Voter Accreditation System (BVAS), among other rigging strategies devised to compromise the electoral process.

Quest Times findings reveal that a powerful politician has successfully compromised key lCT staff members of INEC to manipulate the BVAS during election day.

How BVAS works

BVAS is a new technology devised by INEC to read Permanent Voter Cards (PVCs) and authenticate voters – using the voters’ fingerprints – to prove that they are eligible to vote at a particular polling unit. Hence, it guides against over-voting and reduces fraud in the electoral system.

Its usage entails either scanning the barcode/QR code on the PVC/Voter’s register or entering the last six digits of the Voter Identity Number or typing in the last name of the voter by the Assistant Presiding Officer (APO 1) to verify and authenticate the voter.

Plans by politicians to bypass BVAS

A top reliable source in one of the leading political parties in Nigeria revealed that there is a well-orchestrated plan to bribe INEC staff, especially those that work on the backend to compromise the system.

“I can authoritatively confirm to you that some politicians have concluded plans to bypass BVAS. They have gone as far as paying ICT guys working for INEC to manipulate the device to discourage the voters during the election.

“The idea is to allow the BVAS to malfunction while voting is in progress. For instance, if voters are allowed to vote manually due to the BVAS failure, it would be easy for the political parties to manipulate the process.”

The source added; “Some questionable provisions in INEC 2022 Regulations & Guidelines will be used by presiding officers for the 2023 election to create room for the court to determine the final outcome of the 2023 elections. Such questionable provisions are Rule 19. E(lV) which says a voter should “mark” on the Ballot paper instead of using “thumbprint”.”

According to the source, marking a ballot paper instead of a thumbprint is “a recipe for rigging”.

“An individual recruited by political actors and given a ballot booklet can use a pen or pencil to mark as many ballot papers as possible.

“Besides, if a pen or pencil rather than a thumbprint is allowed, can a forensic exercise be carried out to determine whether it was just an individual that marked a large number of ballots?

“It is unlikely to detect, unlike fingerprints that a forensic machine can examine on ballot papers and determine whether it was just an individual or a few individuals who put thumbprints on ballot papers.

“The question is whether a thumbprint or any mark on the box of a party’s logo also represents the intention of a voter insofar as the mark is clearly on the party’s logo.

“Also, there is the additional provision of Rule 20, which provides for a voter that even failed to pass through the five methods of identification for accreditation to be ticked/marked on the same manual register with successful accredited voters.

“For those who wonder why this additional leeway is provided by officials of INEC in the guidelines, it should be noted that it is a loophole created by influential politicians using their leverage in INEC to dilute the Electoral Act. This is a recipe to bypass BVAS and claim that it failed.”

Cloning PVCs

Quest Times findings further revealed that politicians have started cloning Permanent Voter Cards (PVCs) to enable ineligible voters to cast their votes during the 2023 election — a claim INEC had refuted for lacking basis.

“Some of these politicians have access to INEC registration machines and also conduct their registration process, this time, not with human beings, they used hundreds of thousands of computer-generated photos and faces, passport photographs, calendars, photo albums and any human faces they could lay their filthy hands on, including outside the country, especially in Africa.

“For instance, you will see someone with a man’s picture but having a female gender as his designation and vice-versa,” another source told Quest Times.
