Flashing means reloading the software of the device while the method you described just restores the device to its original factory setting.

I have just tried it on one of my phone Nokia 6300. It didn't work as said. But my network box a negated highest network signal.

UNLOCK AIRTEL HUAWEI E173 MODEM AND MTN E303 HUAWEI MODEM.
In recent times, modem unlocking has taken a new approach as the various mobile network operators have gone beyond the regular modem locking method.
Unlike the time past when all you need is just your IMEI number to get a simple unlock code for your modem or where you have DC CRAP modem unlocker detect your modem, generates the code and unlock it. The game has totally changed with the launch of new 86 IMEI series modems.
The new 86 series IMEI modems in the market at the moment which have to an extent proven a hard nut to crack when it comes to unlocking them are the AIRTEL HUAWEI E173 MODEM and THE MTN E303 HUAWEI MODEM.
If you have tried to unlock the airtel HUAWEI E173 MODEM you will notice that if you put another sim into it as usual, you will not be prompted to enter the unlock code but you will get the message “SIM ERROR” while for MTN E303 HUAWEI MODEM, if you try to unlock it the usual way by putting in another network sim into it, you will be asked to enter the unlock code. If you generate the unlock code through any of the regular modem unlockers and put it there it will definitely not work.
It then leaves you asking, HOW EXACTLY CAN I UNLOCK MY AIRTEL HUAWEI E173 MODEM or MTN E303 HUAWEI MODEM?
Presently at the time of writing this report there are two known ways of unlocking the above two modems, AIRTEL HUAWEI E173 MODEM and MTN E303 HUAWEI MODEM.
1. FIRMWARE UPDATE.
2. UNLOCKING IT THROUGH DC CREDITS.
Personally, I have tried the firmware update for AIRTEL HUAWEI E173 MODEM but have never been successfully with finding the right firmware version that will perfectly flash it but the DC CREDITS has been successfully used to unlock this AIRTEL HUAWEI E173 MODEM.
For MTN E303 HUAWEI MODEM, both options work perfectly well for unlocking it but the problem with FIRMWARE UPDATE is that it requires a high level of expertise from the person trying to unlock the modem, else you will spoil the modem in the process. Also after flashing the modem through FIRMWARE UPDATE you will need to install another Dashboard that will work it as the original MTN dashboard will not decode and detect any other network sim while the other option of unlocking through DC CREDIT does not require any new dashboard installation.
Having explained the two processes, it is now left for you to determine the one you want to you to unlock any of your AIRTEL HUAWEI E173 MODEM and MTN E303 HUAWEI MODEM.
