To help you cover the basic; imagine a farmer producing 5 bags of rice and hires 2 workers but when he starts producing 500 bags, he hires more to like 100 people, get more land to pay land use charge etc and the state govt earns more from its cut on the surge in increased output and prosperity.

That's true. North used to enjoy electricity without paying much for it. The federal government will be the ones shouldering their responsibility. However, now that it has been privatized, the discos are finding it difficult to impose the normal fees on the users.

In the East, you will see one flat paying as high as 10,000 naira monthly. Average Northern families can't afford that.

That's the point, a certain state can impose higher land use charge than another but that doesn't mean it produced more. The extent of production reflects in GDP, while government taxation drive is what shows in IGR. A deliberate reduction in tax is a govt policy to encourage economic growth, do you know that Enyimba Economic City which has placed Abia second to Lagos in FDI for four consecutive years is tax free?

In addition to housing most of Nigeria's economic activities and being home to virtually all companies head offices, they still tax the poor. Unlike in the East where small businesses are allowed to operate without paying tax. Recently, Soludo is trying to impose a more aggressive tax system in Anambra just like Lagos but the people are resisting him.

IGR is more or less based on how much a governor is willing to tax residents as well as the number of big businesses operating in the area, IT IS NEVER A MEASURE OF INDIVIDUAL PROSPERITY. RATHER GDP PER CAPITA IS.
