First of all, The US Millitary is well known for her actions against foregin citizens and what they did to Japan was a war crime by their own standards... But lets keep in mind that WW2 was a full scale theatre warfare (not like what is going on now, you still see nato states and russia, trade directly and or indirectly despite differences.) where everthing belonging to the enemy became a target even civilians.
