Simple. Russia commits men to defend territory in Ukraine, but back home is empty. They are relying on nuclear deterrent only.

Russia has not taken any significant land from Ukraine since July 2022, all their power is spent on digging in and defending. Ukraine is still maintaining it's border defences at the border with Belgorod and the Belarusian border, while Russia has no border defence capability
