From the meaning; Country is politically organized group of people of shared or similar culture (Nation) within a boundary.

And Nasarawa is a country in the sense it has a legal backing of government, particular tribe(s) inhabiting it and they mostly shared similar culture e.g. common Hausa language spoken by even other minority tribes(nations) in Nasarawa
