So do people need to obtain state tax clearance if they want to go for building approval??

He can start afresh, he can improve on Buhari's own to accommodate important details that was initially left out when implementing this tax policy.

If the Tax had been collected then what -
Firs,Custom dept,NPA and money from NNPC, should be enough for Nigeria not to borrow or collect any loan again.

The announcement has a clause, that the company must not have an existing tax liability. Moat companies have tax liabilities at the firs desk offices as they rarely accept your own tax filing. You will still need to physically interface with the firs staff to clear those liabilities before you can click online for your tax clearance.
