Nigeria Among The World's 10 Fastest Growing Economies by Nobody: 8:41am On Jul 17, 2012

When President Clinton signed the African Growth and Opportunity Act into law in 2000, he ushered in a new era of relations between the U.S. and the countries of Sub-Saharan Africa.

As a result of AGOA, the U.S. engagement on the continent is no longer solely predicated on a donor-recipient relationship, but increasingly one of mutual benefit and gain. Under AGOA, the U.S. became the first country to use trade as a stimulus for economic development and in doing so laid the groundwork for genuine win-win partnerships.

Twelve years later, AGOA continues to be the cornerstone of U.S.-African relations. Forty countries in Sub-Saharan Africa are eligible for AGOA benefits, and 6 of these countries are among the world’s 10 fastest growing economies.

Between 2000 and 2011, AGOA exports from Africa to the U.S. have increased over 500 percent to $53.8 billion. This has resulted in the creation of more than an estimated 300,000 new jobs in Africa, and another 1.5 million indirect jobs that, together, benefit approximately 10 million people. This non-reciprocal trade initiative has contributed to improved political and economic governance in Africa while also being one of the most cost-effective development initiatives the U.S. has undertaken.

At the same time, both the U.S. and African governments have to redouble their efforts to ensure that AGOA’s potential is being fully utilized. While the number of countries exporting non-energy products to the U.S. has doubled over the last ten years, only about 10 percent of AGOA’s 6400 product lines are being utilized.

AGOA is set to expire in 2015 but Secretary of State Hillary Clinton and U.S. Trade Representative Ron Kirk have committed the Obama Administration to a “seamless extension” of the legislation. Most immediately, Congress needs to extend the third country fabric provision, now scheduled to expire on September 30, which enables apparel to enter the US on a cost-competitive basis.

Legislative certainty is one reason that AGOA should be extended for 10 years, until 2025. Not only would this provide the groundwork for a deeper commercial relationship with African nations but it would help American companies become more competitive in the region. In fact, it is beginning to happen. U.S. exports to Africa were up 20 percent between 2010 and 2011 to $21.2 billion. According to the U.S. Department of Commerce, this has supported or created more than 100,000 jobs in the U.S.

With the emergence of Africa’s middle class, similar in size to that of India’s, there is a new commercial vibrancy across the continent, as noted recently by the McKinsey Global Institute. India, Brazil, Turkey and, of course, China have intensified their commercial relationships with many countries on the continent, providing Africa with a proliferation of commercial partners. At the same time, the Obama Administration’s push to double exports under the National Export Initiative suggests that the African market will increase in importance to the U.S.

AGOA, therefore, is a critical building block for deeper trade and investment ties between the U.S. and Africa. The challenge for all stakeholders is to move forward expeditiously not only to deepen the commercial ties but to do so in a way that generates sustainable and mutual benefits.

Hmmm, no PHCN or basic infrastructure, No security or healthcare, depressed stock market (bottom 3 in the world), No functional national rail, sub-standard aviation, weekly terrorist strikes, rapidly falling oil prices, low manufacturing and high consumerism via imports, corruption at all levels of government, eroded educational and value systems. If all of these factors make us one of the fastest growing nations then i'd hate to see what life is like in the slowest growing nations. The rating agency can take their top 10 analysis and shove it!

The legislation authorized the President of the United States to determine which sub-Saharan African countries would be eligible for AGOA on an annual basis. The eligibility criteria was to improve labor rights and movement toward a market-based economy. Each year, the President evaluates the sub-Saharan African countries and determines which countries should remain eligible. As of August 2009, there are 41 AGOA-eligible countries.

AGOA has resulted in limited successes in some countries. In addition to growth in the textile and apparel industry, some AGOA countries have begun to export new products to the United States, such as cut flowers, horticultural products, automotives and steel. While Nigeria and Angola are the largest exporters under AGOA, South Africa's have been the most diverse and unlike the former are not mainly concentrated in the energy sector. To some countries, including Lesotho, Swaziland, Kenya and Madagascar, AGOA remains of critical importance. Agricultural products is a promising area for AGOA trade, however much work needs to be done to assist African countries in meeting U.S. sanitary and phytosanitary standards. The U.S. government is providing technical assistance to AGOA eligible countries to help them benefit from the legislation, through the U.S. Agency for International Development (USAID) and other agencies. The U.S. government has established three regional trade hubs in Africa for this purpose, in Accra, Ghana; Gaborone, Botswana; and Nairobi, Kenya.

In 2011, U.S. exports to SSA increased by 23%, reaching $21 billion in exports. In comparison,
U.S. exports to the world increased by only 15%, showing a relative increase in exports to SSA.
The top five SSA destinations for U.S. exports were South Africa (29% increase since last year),
Nigeria (18%), Angola (16%), Ghana (21%), and Ethiopia (-11%)

vehicles, mineral fuels, cereals and aircraft drove the growth of exports to SSA. In Nigeria,
South Africa, and Ghana, imports of U.S. vehicles and machinery increased substantially. The
SSA share of the U.S. export market is 1.4% of total U.S. exports to the world, up from 1.3% in
2010.
U.S. imports from SSA increased over the past year as well, reaching $74.2 billion, up nearly
14% from last year. This increase in U.S. imports from SSA reflects the growth of overall U.S.
imports, which increased by 15% since 2010. Mineral fuels, precious metals and stones, vehicles,
and cocoa products drove this increase in U.S. imports from SSA. Mineral imports continue to
dominate the U.S. import market share at $60 billion (a 13% increase since 2010.) Vehicle and
cocoa imports increased substantially over the past year by 35% and 23% respectively. Cocoa
imports increased dramatically due primarily to the lifting of international sanctions on Côte
d’Ivoire. Major exporters to the U.S. were Nigeria, Angola, South Africa, Gabon, and Chad. In
2011, oil imports dominated imports from Nigeria (99.5%), Angola (98.7%), Gabon (97.4%),
and Chad (99.7%). Imports from South Africa are more diverse with precious stones, vehicles,
and iron and steel sharing major portions of the trade portfolio.
In 2011, imports under the African Growth and Opportunity Act (AGOA) totaled $51.8 billion.

This represents a 34% increase in AGOA imports since 2010. Mineral fuels and crude oil drove
this increase and accounted for 94% of imports ($48.4 billion). AGOA imports of non-energy
products increased by 26%. The main non-energy imports under AGOA were vehicles, iron and
steel, and apparel (woven and knit). U.S. vehicle imports increased by 32.5% reaching $2 billion,
with most vehicle imports coming from South Africa. Iron and steel imports increased by 44% to
$204 million with imports coming primarily from South Africa as well. Apparel, knit and woven,
imports increased by 21% ($445 million) and 14% ($409 million) respectively, with Lesotho,
Kenya, and Mauritius leading. The top five AGOA import partners in 2011 were Nigeria ($33.8
billion)
, Angola ($13.8 billion), South Africa ($9.5 billion), Gabon ($4.4 billion), and Chad ($3.2
billion). Energy-related products are the primary imports from all of these countries with the
exception of South Africa, for which precious metals dominate U.S. imports from South Africa.

Very logical point. However the figures are not fictitious,if you take into account how GDP (depending on formula in use)is calculated, Nigeria is actually roaring ahead and is primed to be the major economy in Africa in under a decade. However this does not necessarily translate to a better life for the common man.

Say if Country X implements more efficient tax collection avenues on businesses and individuals,has big telecommunications companies setting up with the heavy license fees,has reprieve for international debts,and is one of the world's top oil producers,on paper it starts to look rather buoyant.

However if Country X then fails to invest in infrastructure,security,and policies that aid social mobility,it may have all the revenues reserves in the world but it's people will still suffer!

Back in my primary skool days, dia is dis guy who normaly take d last position. i.e 50 out of 50. And wen eva d teacher calls him last, he always burst into uncontrolable cries. So after sum yrs d teacher nw decided to announce all result frm behind. So dat my guy ws always said 2 be 1st to save all of us a whole lot of trouble. Am sure dis is d case here.

I absolutely agree with the article writer. Of course Nigeria should be among the top ten...most populous country in Africa; a new emerging market in the whole world when compared to saturated places like Europe and North America.
The only problem we have in Nigeria is our corrupt leaders...what else have you heard about Lawan-Otedola $2,5Million, Okonjo Iweala #2Billion house in Abuja during the fuel subsidy crisis, #40Billion Bankole, and Minister of Petroleum Allison Madueke who bought 20Million EURO in Australia . This is the reason we can't see it in improved Standard of Living for every Nigerian, whereby an average Nigerian lives below a Dollar per day. We need a change!
