For number 4, I concur with you.

The blame for this should be on Buhari's shoulder who has always been against any depreciation of the Naira at the official rate. If Emefiele had any sin here, it was that he lacked the backbone to tell off the president. The CBN has autonomy and I am sure if he stood his ground, the president would have backed off and simply licked his wounds.

The only guarantee is that the president would ensure Emefiele had no second term for which he was eventually rewarded with by Buhari
