Remember that's around the area where most of the deposits were discovered. Looks to me like they want to empty those areas of their human quantity to avoid confrontations in the future. They are largely untapped gas reserves, but oil and gas majors are moving into the state to harness it now. Shell and Seplat are already building their gas plants in the state.
