I work in the Airport. In civil Aviation,this is like a conventional way of welcoming an aircraft that lands in an airport for the first time or a new aircraft touching down in an airport. It is called WATER SALUTE like others have mentioned and this is performed by Air Rescue and Fire Fighting Department of the Airport. That water is not an ordinary water . It is mixed with form used for fighting aircraft fire.
